NOTICE OF RACE / SAILING INSTRUCTIONS

1. RULES

The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2017–2020, and the rules of the individual classes, unless specifically amended by the Notice of Regatta, or by the sailing instructions.

2. ENTRIES & FEES

  • Boats can enter at the club before 12h00 on the 8th February 2020 or online by logging on the clubs website www.stilbaaiyachtclub.co.za
  • The entrance fee for each league race is R50.00.
  • Payment can made via EFT into the SYC Capitec Account 1539 501 866 and POP can be sent to info@stilbaaiyachtclub.co.za or cash when registering

3. SCHEDULE OF RACES

Dates of racing: 

  • 09/02/2020 - Warning signal for the first race of the day shall be at 09h00
  • To alert boats that a race or sequence of races will begin soon, Flag “L” will be displayed before a Warning Signal is displayed. 
  • The Warning Signal will be made 1 minute after the lowering of Flag “L”.

4. CLASS FLAGS

  • Class flags will be in accordance with the Class rules 

5. RACING AREAS

  • Racing will take place opposite Stilbaai Yacht Club in the North Bay Area

6. THE COURSES

  • The diagrams in Addendum A show the course, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.

7. MARKS

  • Marks 1, 2, 3a and 3b will be large yellow cylindrical buoys.
  • The starting and finishing marks will be the Committee Boat and a small red/orange spherical buoy.

8. THE START

  • Races will be started by using RRS 26 with the Warning Signal given 5 minutes before the starting signal.
  • The starting line will be between the mast displaying an Orange Flag on the Committee boat and the nearby red/orange spherical buoy.
  • A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes RRS A4 and A5.

9. THE FINISH

  • The finishing line will be between the mast displaying an Orange Flag on the Committee boat and the nearby red/orange spherical buoy.

10. CHANGE OF THE NEXT LEG OF THECOURSE

  • To change the next leg of the course, the Race Committee will lay a new mark (or move the finishing line) and remove the original mark as soon as possible. The new mark will be a “green cylindrical buoy”.
  • If mark 1 is changed after the start of the race, there will be no offset mark (mark2).
  • The direction of the change of the leg shall be indicated according to RRS 33(a) (2) except that a green rectangular flag will be used instead of a green triangular flag.

11. SHORTENING COURSE

  • The Race Committee may shorten the course before the leading boat of the class reaches the leeward gate marks (3a and 3b). 
  • The leeward gate marks remain marks of the course. 
  • Boats shall continue through the gate and thereafter proceed directly to cross the prescribed finish line to finish. 
  • This changes RRS 32.2

12. PENALTYSYSTEM

  • RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.
  • A boat that has taken a penalty or retired under RRS 31 or RRS 44.1 shall complete an acknowledgement form at the Race Office within the protest time limit.

13. TIME LIMITS

  • Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish. This changes RRS 35, A4 andA5.

14. PROTESTS AND REQUESTS FOR REDRESS 

  • We encourage sailors to make use of the protest process as this improves the knowledge of rules and regulations for everyone.
  • Protest forms are available at the Race Office. Protest shall be delivered therewithin the protest time limit.
  • The protest time limit is 90 minutes after the last boat has finished the last race of the day.
  • The same time limit applies to protests by the Race Committee and Protest Committee about incidents they observe in the racing area and to requests for redress. This changes RRS 61.3 and 62.2.
  • Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings and times thereof in which they are parties or named as witnesses. Hearings will be held in the committee room, located at the SYC Club house.
  • Notices of protest by the Race Committee or Protest Committee will be posted to inform boats under RRS61.1(b).
  • A list of boats that have acknowledged breaking RRS 42 or have been disqualified by the (Protest Committee) (jury) will be posted before the protest time limit.
  • On the last day of the regatta a request for reopening a hearing shall be delivered.
  • within the protest time limit if the requesting party was informed of the decision on the previous day;
  • no later than 30 minutes after the requesting party was informed of the decision that day.
  • This changes RRS66.
  • On the last day of the regatta a request for redress from a Protest Committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS62.2.

15. SCORING

  • Low Point scoring system of Appendix A4 will apply.
  • 4 races are required to be completed to constitute a series.
  • When fewer than 5 races have been completed, a boats series score will be the total of her race scores
  • When from 5 to 9 races have been completed, a boats series score will be the total of her race scores excluding her worst score.
  • When 10 or more races have been completed, a boat’s series score will be the total of her races excluding her two worst scores.

16. SAFETY REGULATIONS

  • Yachts shall comply with their class buoyancy and safety requirements.
  • All competitors shall wear a personal buoyancy aid capable of supporting a 5 kg steel weight at all times while afloat in  a yacht.`
  • Wet or Dry suits do not constitute adequate buoyancy!
  • A boat that retires from a race shall notify the Race Committee as soon as possible.
  • All skippers are required to sign out before leaving shore and sign back in after returning ashore in a register with the Regatta Secretary. 

17. PRIZES

  • Prizes will be awarded at the end of each league.

18. DISCLAIMER OF LIABILITY

  • Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. 
  • Neither the Organising Authority nor its officials or other persons associated with the organization of the event will accept any liability for any material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.

19. GENERAL INFORMATION

  • A bring and braai will take place at the club house on Saturday at 18h00. Salads @ R50pp will be provided subject to prior bookings.
