About The Event

NOTICE OF REGATTA

1 RULES

1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) 2017-2020.

1.2 The SA Sailing requirement for Regional Championships and the SAS Northern Region Regional Bylaws for Regional Championships will apply.

1.3 Boats participating in this regatta shall conform to the Equipment Rules of Sailing (ERS) 2013 -16, the Applicable Class Rules, this Notice of Race, and the Sailing Instructions.

1.4 Both Skipper and crew shall be paid up members in good standing of their class association where applicable as well as SAS. All fees (membership and entry) shall be paid before the schedule starting time of the first race. Failure to do so will result in that entry being disregarded.

1.5 RRS 44.1 will be changed so that the two- penalty is replaced by the one turn penalty.

Other changes will appear in full in the sailing instruction.

1.6 ADVERTISING

ISAF Regulation 20 – Advertising Code – applies. Boats may be required to display event advertising on the forward part of the hull. Yachts shall not display any advertising which is in conflict with that of any official event sponsor

2 ELIGIBILITY AND ENTRY

In accordance with the International Sailing Federation (ISAF) Regulation 19 (Eligibility Code), all competitors (Helmspersons and all other crew) shall be members in good standing of a Yacht Club affiliated to and in good standing with SA Sailing or their Member National Authority in the case of non-South Africans. The Yacht Club name and membership details shall be stated on the entry form or crew list. Current valid South African Sailing Membership Cards or similar proof of MNA Membership in cases of non-South Africans shall be presented at Registration.

2.1 The regatta forms the Northern Region championships for the Hobie 16, Dart 18, Halcat

and Adaptive sailing Classes.

2.2 Late entries will be accepted up to one hour before the start of the first race.

3 FEES

3.1 Required fees are as follows:

SCHEDULE

3.2 Registration will take place at the race office from 8.00 am to 10.00am on Saturday

13 October 2018.

3.3 A voluntary skippers briefing will be held at 10.00am on Saturday, 13 October 2018.

3.4 The warning signal for the first race will not be before 11.00 am on Saturday,

13 October 2018.

3.5 The scheduled time of the warning signal for the final day, will be displayed on the notice board.

3.6 The start time for the last race on Sunday 14 October will be no later than 3.00pm.

3.7 Prize giving will be held on Sunday 14 October as soon as practically possible after the last race.

4 MEASUREMENTS

Spot measurements may be taken at any stage during the regatta in order to ensure all boats comply with the class rules.

5 SAILING INSTRUCTIONS

Sailing Instructions will be available from the Regatta Secretary on completion of registration formalities, as well as the website http://www.allcat.co.za at least one week prior to the event.

6 VENUE

The event the Dart, Hobie & Halcat and open classes will be sailed from Stilbaai Yacht Club.

7 THE COURSES

See the sailing instructions and course diagram attached thereto for more details.

8 PENALTY SYSTEM

Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

9 SCORING

9.1 Low Point System of Appendix A4.1 will apply.

9.2 Four races are required to be completed to constitute a regatta.

9.3 (a) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores.

(b) When from 5 to 9 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

(c) When 10 or more races have been completed, a boat’s series score will be the total of her races excluding her two worst scores.

11 PROVINCIAL CHAMPIONSHIP REQUIREMENTS

In order to qualify as a Provincial Class Championship, the following criteria shall be satisfied:

* A minimum of ten valid entries have been received no later than the closing time for entries one hour before the scheduled starting time of the first race

* At least ten finishers in any two races of the series.

* At least four races completed.

12 SAFETY

12.1 Yachts shall comply with their class buoyancy and safety requirements.

12.2 All competitors shall wear a personal buoyancy aid, at all times, capable of supporting a 5 kg steel weight at all times while afloat in a yacht.

12.3 Wet or dry suits do not constitute adequate buoyancy!

13 RADIO COMMUNICATION

Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction applies especially to, but not exclusively to mobile telephones.

14 PRIZES

Prizes, medals and trophies may be awarded at the discretion of the race committee.

15 DISCLAIMER OF LIABILITY

Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. Neither the Organizing Authority nor its officials or other persons associated with the organization of the event will accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

16 INSURANCE

Each participating boat is encouraged to carry sufficient valid third-party liability insurance to cover any liability arising during the event.

17 CATERING

Included in the entry fee is a meal for skipper and crew on Saturday night plus a R50 bar voucher Additional meal packs for the Saturday evening meal are available to order.

The Club will provide breakfast and lunches subject to prior bookings.

18 ACCOMODATION

Camping at the club is free for all competitors and their direct family, non-competitors will be charged a small entry fee of R50.
